No special title] -- [v. 2.] Appendix. 520 The California Work Opportunity and Responsibility to Kids (CalWORKs) program is California's response to the welfare reforms Congress set in motion in 1996. In late 1998, RAND conducted the first of three statewide surveys on CalWORKs implementation. Survey responses indicate that the counties have made significant administrative changes in welfare operations, in the structure and organization of their welfare departments and other agencies, in staffing, and in information systems. Many counties have completed planning activities and have fully operational program components. Most counties report no major implementation problems to date but anticipate problems in the future with cumulative lifetime limits and work requirements. A majority of counties agreed that environmental characteristics such as the job market, housing, and transportation have hindered implementation; interagency relationships, planning, and experience with welfare reform have facilitated it. Nearly all agree that special- needs child care and transportation are inadequate. Complete survey responses from the 58 counties are contained in a companion volume, MR-1052/1-CDSS. 588 0 Print version record. 590 eBooks on EBSCOhost|bEBSCO eBook Subscription Academic Collection - North America 610 20 California Work Opportunity and Responsibility to Kids (Program)|0https://id.loc.gov/authorities/names/n99285799 610 24 California Work Opportunity and Responsibility to Kids (Program) 610 27 California Work Opportunity and Responsibility to Kids (Program)|2fast|0https://id.worldcat.org/fast/752125 650 0 Welfare recipients|xEmployment|zCalifornia.|0https:// id.loc.gov/authorities/subjects/sh2010118472 650 0 Public welfare|zCalifornia.|0https://id.loc.gov/ authorities/subjects/sh2008110249 650 0 Evaluation research (Social action programs)|0https:// id.loc.gov/authorities/subjects/sh85045927|zCalifornia. |0https://id.loc.gov/authorities/names/n79041717-781 650 7 Welfare recipients|xEmployment.|2fast|0https:// id.worldcat.org/fast/1173646 650 7 Public welfare.|2fast|0https://id.worldcat.org/fast/ 1083250 650 7 Evaluation research (Social action programs)|2fast|0https: //id.worldcat.org/fast/916979 651 7 California.|2fast|0https://id.worldcat.org/fast/1204928 655 4 Electronic books. 700 1 Klerman, Jacob Alex.|0https://id.loc.gov/authorities/names /no91028215 700 1 Roth, Elizabeth A.|0https://id.loc.gov/authorities/names/ no99033908 710 1 California.|bDepartment of Social Services.|0https:// id.loc.gov/authorities/names/n79035895 710 2 Rand Corporation.|0https://id.loc.gov/authorities/names/ n78083407 776 08 |iPrint version:|aEbener, Patricia A.
