| Summary |
The Committee for Inland Fisheries and Aquaculture of Africa (CIFAA) was established in 1971 under Article VI-2 of the FAO Constitution in 1971 and is a continent-wide regional fishery body (RFB) dealing with inland fisheries and aquaculture. It has 37 Member States and important achievements have been made during the past forty years. However, the attendance at recent sessions has been disappointing and sporadic in nature and characterized by inactivity of members. The low attendance has prevented a quorum from being established and hence impeded decision-making. In an effort to address these issues, the Sixteenth Session of CIFAA suggested that its role and performance as an RFB be re-examined. Accordingly, the Committee created an ad hoc Working Group to make recommendations on the role of CIFAA and instructed FAO to compile background information for the Working Group. FAO contracted two internationally recognized experts on African aquaculture and fisheries to analyse the history and recent functioning of CIFAA. Taking advantage of the Sixth session of the FAO Committee on Fisheries (COFI) Sub-Committee on Aquaculture, a meeting was organized from 26 to 27 March 2012 in Cape Town, South Africa, to review the findings and proposals of the consultants and to discuss the future of CIFAA. It was concluded that CIFAA was important to the development of aquaculture and inland fisheries in Member States but that the body needed to be reformed and its institutional set-up and procedures strengthened. This should include, among other things, strengthening the ownership of CIFAA amongst Members, identifying sustainable financing, developing a Vision Statement, strengthening the Committee's Secretariat, reinforcing the links between the Secretariat and its members, and capitalizing on linkages with key policy process such as the Conference of African Ministers of Fisheries and Aquaculture (CAMFA) and other instruments such as NEPAD. The importance of political commitment from Member governments was stressed and further guidance from the Ministers in charge of fisheries and aquaculture was requested. The meeting was organized and funded by the NEPAD-FAO Fisheries Programme (NFFP). |
