Summary This book examines the political and legal challenges of instating criminal prosecutions by international tribunals since their reestablishment a half century after the international military tribunals at Nuremberg and Tokyo. The contributions, dilemmas, and moral hazards from this record of nearly two decades has episodes of deterrence and punishment, but also harmful effects from selective enforcement and postconflict polarization, instead of building the rule of law and deterrence.
