In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations-the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan-Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.--Book jacket. 590 eBooks on EBSCOhost|bEBSCO eBook Subscription Academic Collection - North America 647 7 Sri Lankan Civil War|c(Sri Lanka :|d1983-2009)|2fast |0https://id.worldcat.org/fast/1907470 647 7 Sudanese Civil War|c(Sudan :|d1983-2005)|2fast|0https:// id.worldcat.org/fast/1352323 648 7 1997-|2fast 648 7 Since 1983|2fast 650 0 Insurgency|0https://id.loc.gov/authorities/subjects/ sh85067073|zSri Lanka.|0https://id.loc.gov/authorities/ names/n80061039-781 650 0 Insurgency|0https://id.loc.gov/authorities/subjects/ sh85067073|zSudan.|0https://id.loc.gov/authorities/names/ n79022301-781 650 0 Insurgency|0https://id.loc.gov/authorities/subjects/ sh85067073|zCongo (Democratic Republic)|0https:// id.loc.gov/authorities/names/n80061022-781 650 0 Civilians in war|0https://id.loc.gov/authorities/subjects/ sh2007004415|zSri Lanka.|0https://id.loc.gov/authorities/ names/n80061039-781 650 0 Civilians in war|0https://id.loc.gov/authorities/subjects/ sh2007004415|zSudan.|0https://id.loc.gov/authorities/names /n79022301-781 650 0 Civilians in war|0https://id.loc.gov/authorities/subjects/ sh2007004415|zCongo (Democratic Republic)|0https:// id.loc.gov/authorities/names/n80061022-781 650 7 Insurgency.|2fast|0https://id.worldcat.org/fast/975461 650 7 Civilians in war.|2fast|0https://id.worldcat.org/fast/ 1746486 650 7 Politics and government.|2fast|0https://id.worldcat.org/ fast/1919741 651 0 Sri Lanka|xHistory|yCivil War, 1983-2009.|0https:// id.loc.gov/authorities/subjects/sh2004003192 651 0 Sudan|xHistory|yCivil War, 1983-2005.|0https://id.loc.gov/ authorities/subjects/sh99003690 651 0 Congo (Democratic Republic)|xPolitics and government|y1997 -|0https://id.loc.gov/authorities/subjects/sh98004013 651 7 Sri Lanka.|2fast|0https://id.worldcat.org/fast/1208730 651 7 Sudan.|2fast|0https://id.worldcat.org/fast/1204591 651 7 Congo (Democratic Republic)|2fast|0https://id.worldcat.org /fast/1208723 655 4 Electronic books. 655 7 History.|2fast|0https://id.worldcat.org/fast/1411628 655 7 Electronic resource.|2lcgft 776 08 |iPrint version:|aMampilly, Zachariah Cherian, 1977- |tRebel rulers.|dIthaca, N.Y. : Cornell University Press, 2011|z9780801449130|w(DLC) 2011005004|w(OCoLC)700735754 856 40 |uhttps://rider.idm.oclc.org/login?url=http:// search.ebscohost.com/login.aspx?direct=true&scope=site& db=nlebk&AN=1487760|zOnline eBook.
