The U.S. Department of Health and Human Services (HHS) is advancing the implementation of VBP across an array of health care settings in the Medicare program in response to requirements in the 2010 Patient Protection and Affordable Care Act, and policymakers are grappling with many decisions about how best to design and implement VBP programs so that they are successful in achieving stated goals. This report summarizes the current state of knowledge about VBP programs, focusing on pay-for- performance programs, accountable care organizations, and bundled payment programs. The authors discuss VBP program goals and what constitutes success; the evidence on the impact of these programs; factors that characterize high- and low-performing providers in VBP programs; the measures, incentive structures, and benchmarks used by VBP programs; evidence on spillover effects and unintended consequences; and gaps in the knowledge base. The report concludes with a set of recommendations for the design, implementation, and monitoring and evaluation of VBP programs and a discussion of HHS's efforts in this regard. 588 0 Print version record. 590 JSTOR|bBooks at JSTOR Open Access 650 0 Medical care|0https://id.loc.gov/authorities/subjects/ sh85082871|xPurchasing|0https://id.loc.gov/authorities/ subjects/sh99004827|zUnited States.|0https://id.loc.gov/ authorities/names/n78095330-781 650 0 Government purchasing|zUnited States.|0https://id.loc.gov/ authorities/subjects/sh2008105373 650 0 Health services administration|zUnited States.|0https:// id.loc.gov/authorities/subjects/sh2008105521 650 0 Health care reform|zUnited States.|0https://id.loc.gov/ authorities/subjects/sh2008105519 650 0 Medicare.|0https://id.loc.gov/authorities/subjects/ sh85083053 650 0 Purchasing|xManagement.|0https://id.loc.gov/authorities/ subjects/sh2010109172 650 7 Medical care.|2fast|0https://id.worldcat.org/fast/1013753 650 7 Purchasing.|2fast|0https://id.worldcat.org/fast/1084263 650 7 Government purchasing.|2fast|0https://id.worldcat.org/fast /945538 650 7 Health services administration.|2fast|0https:// id.worldcat.org/fast/953286 650 7 Health care reform.|2fast|0https://id.worldcat.org/fast/ 952850 650 7 Medicare.|2fast|0https://id.worldcat.org/fast/1014815 650 7 Purchasing|xManagement.|2fast|0https://id.worldcat.org/ fast/1084274 650 7 Medical care.|2homoit|0https://homosaurus.org/v3/ homoit0001004 651 2 United States.|0https://id.nlm.nih.gov/mesh/D014481 651 7 United States.|2fast|0https://id.worldcat.org/fast/1204155 655 0 Electronic books. 655 4 Electronic books. 700 1 Sorbero, Melony E.,|0https://id.loc.gov/authorities/names/ n2008180220|eauthor. 700 1 Lovejoy, Susan L.,|0https://id.loc.gov/authorities/names/ no2014052187|eauthor. 700 1 Martsolf, Grant,|0https://id.loc.gov/authorities/names/ no2014052186|eauthor. 700 1 Raaen, Laura,|0https://id.loc.gov/authorities/names/ no2014052194|eauthor. 700 1 Mandel, Daniel,|0https://id.loc.gov/authorities/names/ no2014055252|eauthor. 710 2 Rand Corporation,|0https://id.loc.gov/authorities/names/ n78083407|eissuing body. 710 2 RAND Health,|0https://id.loc.gov/authorities/names/ n2001145525|eissuing body. 776 08 |iPrint version:|aDamberg, Cheryl.|tMeasuring success in health care value-based purchasing programs.|dSanta Monica, CA : RAND Corporation, [2014]|z9780833083951|w(DLC) 2013957550|w(OCoLC)866614183 830 0 Research report (Rand Corporation) ;|0https://id.loc.gov/ authorities/names/no2013072664|vRR-308/1-ASPE. 856 40 |uhttps://www.jstor.org/stable/10.7249/j.ctt5vjvrk|zOnline eBook.
